Nearly every patio problem we get called to comes from the same thing - the slabs were never fully bedded. Water gets into the voids, freezes, and the slab cracks or starts to rock.
Individual slabs can be lifted and re-bedded properly. Failed pointing can be raked out and redone. Standing water can usually be sorted by correcting falls in the affected area.
What we will not do is point over a patio that is going to keep moving. If the honest answer is that it needs relaying, we will say so and price both.
